There is value in providing admins the ability to search for say a web designer who speaks French. But we don't want to provide the ability to download the contact of all users to then put in a candidates fundraising mailing list.

So how should we limit searches for specific users?

One possibility is an admin's search of users is limited to users who are following their organization(s) and that are managers of their organization(s). So only users they already have a claim on.

If it has this limit, then does the admin of a state party have access to the users of every county party and candidate/campaign in the state? Or only to those who are directly following the state party?
